Q13 - HHF - There are no asbestos survey reports for 15922 Greenlawn or 16255 Turner although I do see they are "Emergency" demolitions. Will they be provided?
A13. No. As noted in the RFP documents and per regulations Emergency demolitions will not be abated and all material will be treated as type II. Also as noted, you will be provided proper Emergency Demolition documentation for DEQ after award.
Q14. HHF - I did not see a survey for 9701 Cameron?

Q16. Do contractor need to submit all requested documents for each RFP package?
A16. Yes. However contractors can submit electronic RFP packages on a single USB drive as long as each file is individually labeled and represents a complete submission.
Q17. We are having an issue locating asbestos survey reports for 633 E. Bethune, 550 King and 7826 Melrose from RFP#03172014A?

A18. Both properties are emergency demolitions and no report is available. Letters will be provided and RFP has been modified so that is more clear.

A19. Unfortunately no. Survey indicated suspect ACM for duct wrap. Property is available for contractor inspection as our recommendation is treating area as type 2.

A27. Anyone meeting the minimum qualifications as outlined in the RFP documents can participate. HHF does require contractors become pre qualified via the posted RFQ documents.

Q31. Can We get an Excel Property list for RFP#06022014A?
A31. Unfortunately no. If you wish to convert from Adobe PDF to Excel there are several free software converters available. All documents for procurement must be issued in PDF for content control.
Q32. For RFP#HHF06022014A can we get the property list in Excel?
A32. Unfortunately not. We suggest you use any of the free adobe to Excel conversion programs that are readily available if you need to convert formats.
Q33. With the large number of houses in the HHF06022014A package would it be possible to submit to submit pricing information on an Excel spreadsheet that contains the exact same information as the pricing sheet included with the RFP?
A33. Yes as long as the sheet is identical.
Q34. There are three structures that are not accessible on RFP#06022014A. 1039 Navahoe, 1038 Casgrain, 323 Mt. Vernon. How do we proceed?
A34. Treat any non accessible structure as an Emergency demolition for pricing and note on your response.

Q36. Regarding the large scale demo project RFQ#06172014A - will this entire project be awarded to one contractor or divided to meet the 60 day deadline?
A36. We envision multiple contractors all required to demolish and abate 800 houses in 60 days.
Q37. Regarding RFQ#06172014A you note pricing is not to exceed $0.52 per cubic foot - what does that pertain to?
A37. As stated in the RFQ documents the not to exceed price is for the abatement, demolition and billing of 800 structures in 60 days.
Q38. There seems to be an issue with PSI asbestos Survey reports as the type contains strange characters.

Q39. Is the highest ranked firm always awarded the project?
A39. Not always as ranking can change between review and award times due to field productivity issues or timing constraints.
Q40. Once Bids are received, what is the typical timeframe to the successful bidder?
A40. Notice of Preliminary Awards are generally issued within 4 days of bid opening.
Q41. Is it possible for new firm to score enough points to be competitive in the "Ability to meet Production Goals Within Timelines" section?
A41. Absolutely and new contractors have the advantage as they cannot be behind in work and docked points.

RFI - Hardest Hit Funds Procurement
Q1. Can you publish a list of attendees from the Pre Bid Meeting?
Q2. My firm has a certificates of good standing from 2012. D I need to provide documents with more current dates?
A2. Documentation submitted for the RFQ must be current and can not expire during the review process or thru January 2014 at a minimum.
Q3. Will performance bonds be required for Asbestos Survey Contractors?
A3. No. Performance Bonds will only be required for Demolition and Abatement Contractors.
Q4. Could you please advise off what you are looking for in regards to proof of meeting minimum qualifications and proof of past performance?
A4. Contractor is to address via creation of "Proof of Meeting Minimum Qualifications, Capacity and Statement of Qualifications" narrative as requested in RFQ. Minimum Qualifications are listed in RFQ under Section 2.
Q5. On RFQ #09302013B there seems to be a slight discrepancy between the requirements to demonstrate experience and capacity asked for in Section 2, pages 4 and 5, and Section 7, part 2, page 17, which should be followed?
A5. We see no discrepancy. Please specifically state what you are referring.
Q6. Are the Conflict of Interest Statement and the Debarment and Suspension Affidavit to be written by us or do you want to provide a form/document for us to complete?
A6. Both are simple documents written by your organization. The documents can consist of the language contained in the RFQ copied onto letterhead, properly titled, confirmed and signed by an authorized company representative.
Q7. We are attempting to secure Class B demolition license prior to submitting our RFQ response but will not have the process completed by the due date. Will we be excluded?
A7. No. The RFQ makes provisions for already possessing or in process of application for the license. Further, as long as the entity is licensed via the RFQ minimum guidelines with the State there will be no issue with exclusion. Finally, temporary Class B Detroit wrecking licenses will be issued upon award of work for those not currently so certified.
Q8. We are an Accounting firm representing several clients and are reluctant to provide a letter to attest to proof of financial stability. Is there a letter format or other option that would be acceptable?
A8. No. We require the requested confirmation to ensure that the company bidding has the financial stability and capacity to execute the requirements of the program. There is no required letter format, simply a statement attesting to the RFQ request on CPA letterhead signed by an authorized representative of the company who reviewed the Bidders financial data.
Q9. Is there an end date to "Open Enrollment"?
A9. Not at present.
Q10. If a company has already submitted and has been added to the contractor pool, do they need to do anything during the Open Enrollment Period?
Q11. When will contractors be informed they meet qualifications during the open enrollment period?
A11. The committee will meet regularly to review applications. We envision 14 days for feedback.
Q12. How will qualified contractors receive projects?
A12. Contractors will be assigned NTP's for asbestos survey and will respond to RFP's for demolition work per the program outline.
