This Bid requires no abatement as all properties have already been abated by others or have been determined to not contain ACM. Work to 100% complete 60 days after NTP.

Q1- Where are the Asbestos Surveys for 684 Savannnah, 19153 Cardoni and 20101 Keaton for RFP#09292014A?
A1. Under asb survey part 3, Part 1 and part 2 respectively.
Q2. RFP's 09292014A, 09302014A and 10012014A Appear to be missing signature pages.
Q3. ASB Survey for 18926 Braile has wrong address for RFP10012014B.
A3. Incorrect. ASb Survey is located under part 5.
Q4. For RFP09292014A besides meeting minimum qualifications in the RFP does the Bidder need to be prequalified to participate?
A4. RFP solicitation states open to all that meet minimum qualifications. Please refer to RFP documents.
Q5. For RFP 09292014A do the houses require abatement or will they be treated as emergency demolitions and if they require abatement where will the asbestos surveys be found?
A5. RFP provides all information as part of scope and description. Asbestos surveys are located under the RFP documents below the link that states "Asbestos survey reports" broken in to downloadable PDF's. Ensure you have the free Adobe reader or other PDF reader software to view.
Q6. Have all utility disconnects already been obtained for each location?
A6. Per RFP scope, utility disconnect are to be provided to winning bidder. Please refer to RFP documents.
Q7. For RFP#10232014A there is mention of 11 properties that were inspected and determined to have no ACM and will be third party verified to ensure no regulatory issues. Do these properties need to be abated? Will surveys be provided?
A7. Properties do not need to be abated as they contain no ACM. Yes surveys have been posted.
Q8. For RFP#11042014B The description says HHF9C but he RFP itself is labeled HHF9F. Which one should we use?
A8. HHF9F is correct and the heading is corrected.
Q9. There are NASB properties that appear on both list although they are listed separately for RFP#11042014A.
A9. The NASB properties were kept separate to reflect correct information on 11042014A but all references have been removed to simplify and minimize confusion.
RFI - Hardest Hit Funds Procurement
Q1. Can you publish a list of attendees from the Pre Bid Meeting?
Q2. My firm has a certificates of good standing from 2012. D I need to provide documents with more current dates?
A2. Documentation submitted for the RFQ must be current and can not expire during the review process or thru January 2014 at a minimum.
Q3. Will performance bonds be required for Asbestos Survey Contractors?
A3. No. Performance Bonds will only be required for Demolition and Abatement Contractors.
Q4. Could you please advise off what you are looking for in regards to proof of meeting minimum qualifications and proof of past performance?
A4. Contractor is to address via creation of "Proof of Meeting Minimum Qualifications, Capacity and Statement of Qualifications" narrative as requested in RFQ. Minimum Qualifications are listed in RFQ under Section 2.
Q5. On RFQ #09302013B there seems to be a slight discrepancy between the requirements to demonstrate experience and capacity asked for in Section 2, pages 4 and 5, and Section 7, part 2, page 17, which should be followed?
A5. We see no discrepancy. Please specifically state what you are referring.
Q6. Are the Conflict of Interest Statement and the Debarment and Suspension Affidavit to be written by us or do you want to provide a form/document for us to complete?
A6. Both are simple documents written by your organization. The documents can consist of the language contained in the RFQ copied onto letterhead, properly titled, confirmed and signed by an authorized company representative.
Q7. We are attempting to secure Class B demolition license prior to submitting our RFQ response but will not have the process completed by the due date. Will we be excluded?
A7. No. The RFQ makes provisions for already possessing or in process of application for the license. Further, as long as the entity is licensed via the RFQ minimum guidelines with the State there will be no issue with exclusion. Finally, temporary Class B Detroit wrecking licenses will be issued upon award of work for those not currently so certified.
Q8. We are an Accounting firm representing several clients and are reluctant to provide a letter to attest to proof of financial stability. Is there a letter format or other option that would be acceptable?
A8. No. We require the requested confirmation to ensure that the company bidding has the financial stability and capacity to execute the requirements of the program. There is no required letter format, simply a statement attesting to the RFQ request on CPA letterhead signed by an authorized representative of the company who reviewed the Bidders financial data.
Q9. Is there an end date to "Open Enrollment"?
A9. Not at present.
Q10. If a company has already submitted and has been added to the contractor pool, do they need to do anything during the Open Enrollment Period?
Q11. When will contractors be informed they meet qualifications during the open enrollment period?
A11. The committee will meet regularly to review applications. We envision 14 days for feedback.
Q12. How will qualified contractors receive projects?
A12. Contractors will be assigned NTP's for asbestos survey and will respond to RFP's for demolition work per the program outline.
Q13. On Pages 20,21 & 24 there are references to Owner / Developer and Name of General Contractor. What do we put on those lines?
A13. The name of the respondent organization - they can be the same.
Q14. Is there a template form for proof of past performance or are respondents free to submit responses including reference letters from past clients?
